The Academic Common Market / Electronic Campus Program

For 25 years, the Academic Common Market has provided opportunities for students to pursue studies in selected programs in other SREB states at pay in-state tuition rates. This sharing of "uncommon" programs has enabled thousands of students to pursue degrees not available in their home states. Historically, the Academic Common Market has not included "electronically delivered" programs. Students were required to pursue degree programs on campus and to relocate to study at the out-of-state college or university. With the growth and development of distance learning and the emergence of the Electronic Campus (the region’s "electronic marketplace" of courses, programs and services), the Southern Regional Education Board has announced an innovative pilot project that combines the tuition benefits of the Academic Common Market with the distance learning capacity of the Electronic Campus, making selected programs available at in-state tuition rates and through distance learning.

Residents of 15 SREB states (Alabama, Arkansas, Delaware, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, Oklahoma, South Carolina, Tennessee, Texas, Virginia and West Virginia) may be able to participate in the SREB Academic Common Market/Electronic Campus Pilot for academic year 2000-01. 

The Academic Common Market/Electronic Campus initiative will benefit the growing number of working adults who cannot physically relocate to pursue their studies. The program will help students in SREB states to pursue quality, certified degree programs via distance learning and it will remove the out-of-state tuition barrier.

Colleges and universities that make programs available in the Academic Common Market/Electronic Campus initiative have committed to providing the in-state benefit for the duration of the student’s degree program. Students must meet all requirements for admission and must be certified by their home states to qualify for the in-state tuition benefit. The Academic Common Market/Electronic Campus program may enable a student to arrange for a waiver of out-of-state tuition if certain conditions are met:

  • No public college or university in your home state (state of residence) offer a degree program in your chosen field of study
  • the program is available in another SREB state participating in the ACM
  • the program is available through distance learning
  • the student meets admissions requirements; and
  • the student can be certified as a resident in their home state to participate.

The number of programs changes continuously. Not all SREB states participate in the Academic Common Market/Electronic Campus initiative. Participating states select eligible programs and determination which programs they will make available for their residents. All programs in the pilot project have been reviewed for inclusion in the Electronic Campus. They must meet the Principles of Good Practice and SREB and state standards for quality.
